Dr Loy was the Tan Chin Tuan Gold Medallist (top student) of Anglo-Chinese Junior College, and won the Loke-Cheng Kim Foundation Scholarship to study Medicine in 1987. He graduated with Honours from the University of Oxford, and went on to complete his medical training at the University of London. He underwent his postgraduate training in Ear, Nose & Throat Surgery in Singapore, and obtained the Fellowships of the Royal College of Surgeons of Edinburgh and Glasgow in 1999.

Dr Loy developed his expertise in head & neck and thyroid surgery by completing his overseas fellowship training in head & neck surgery and surgical oncology at the University of Virginia, USA.

Leadership role
Dr Loy served on the medical board of Tan Tock Seng Hospital(TTSH) and was appointed as chairman of multiple clinical workgroups. During his tenure as Quality Review Officer, he was regularly involved in the quality auditing of medical practices in TTSH to ensure best clinical practices. He was instrumental in the Department of Otorhinolaryngology obtaining Joint Commission International (JCI) accreditation in 2005 and 2008.

Dr Loy was the co-director of the TTSH head & neck surgery service, and was joint chairman of the multidisciplinary head & neck tumour board, responsible for treating complex cases of the head & neck. He was appointed director of the voice clinic at TTSH from 2006, responsible for treating complicated voice problems. He has previously served as secretary and council member to the Singapore Society of Otorhinolaryngology. He currently holds the appointment of council member of the Singapore Society of Otolaryngology - Head & Neck Surgery.

Training and research
Dr Loy is deeply committed to medical training and research, and holds the positions of Adjunct Assistant Professor at the Duke-NUS Graduate Medical School as well as Clinical Lecturer at the National University of Singapore. In recognition of his excellence for teaching at the Duke-NUS Graduate Medical School, he was awarded Outstanding Faculty in 2008. He has published widely in local and international journals, and acts as a reviewer for the prominent ENT journals Laryngoscope and Archives of Otolaryngology-Head & Neck Surgery.

Mission
Dr Loy volunteers his time to medical mission and charity work. He has led multiple medical teams to Indonesia to provide medical care to the poor and homeless. He has also conducted numerous training courses for ENT doctors in Vietnam and Myanmar under the auspices of the Singapore Internation Foundation. For his volunteer work at the St Andrew`s Community Hospital, contributions to the support group of laryngeal cancer patients, and involvement with the 2004 tsunami crisis medical aid, Dr Loy received Singapore healthcare’s highest accolade, the National Healthcare Humanity Award from President SR Nathan in 2005. He has been thrice awarded the EXSA Excellent Service Awards (Gold & Silver).
